convertFrom-Json is not recognized as the name of a cmdlet

I'm trying to use the convertfrom-json cmdlet and when I attempt to use it on windows 7 in powershell, i get that it is not recognized.  I have read:

The Microsoft.PowerShell.Utility module is installed with Windows PowerShell.

It does not appear to be a module that get imported.  Why can't I access this if I running powershell 2.0 on windows 7?
